The Backstory...

2001

Friends of Big Bear Valley originally began as a community effort over concerns about the luxury development project called Moon Camp in Fawnskin, CA. The developers hadn’t conducted any environmental analysis and the proposal, would have destroyed, among other things, a Bald Eagle foraging area, making it more difficult to successfully raise chicks. It would also damage a rare and endangered plant species unique only to Big Bear Valley. In addition, the community had valid concerns about the growing fire danger and the ability to evacuate safely.

2020

Moon Camp’s 50 lot sub-division for luxury homes, along with a huge marina, was to be built less than 1 mile from Jackie and Shadow’s nest. The project’s approval came despite hundreds of letters, expert testimony and thorough documentation, regarding the detrimental impact to Bald Eagles, other wildlife, and the endangered Ash-gray Indian Paintbrush. Friends of Big Bear Valley (FOBBV), along with the Center for Biological Diversity and the San Bernardino Valley Audubon Society filed a lawsuit under the California Environmental Quality Act (CEQA) and pursued every possible legal avenue available.

2022

The Moon Camp project was successfully halted in court, but the developer had already begun making changes to the environmental analysis and the proposal was eventually resubmitted. Even though FOBBV had won the case, the process started all over again.

2025

The San Bernardino County Board of Supervisors once again approved the project despite inadequate environmental mitigations for the Bald Eagles. It is widely believed that this development will drive Jackie and Shadow from their nesting area. The public sent the County 5,000 emails opposing the development. Sandy Steers, long time Executive Director of FOBBV, spoke on Jackie and Shadow and the community’s behalf at the public hearing, but the County Supervisors seemed like they had already made up their minds. FOBBV and others filed another lawsuit.

2026

After months of negotiation led by Sandy Steers, The San Bernardino Mountain Land Trust (SBMLT) and the developer have entered into a limited agreement for SBMLT purchase Moon Camp for $10,000,000 to permanently conserve and preserve its nearly 63 acres. After the sale, the land will become part of the United States Forest Service (USFS). SBMLT has only until July 31, 2026 to raise the funds.
